Canadian Immigration laws are enacted by Canadian Parliament through legislative power by the Government of the day and ascend into Law by the Canadian Senate after many readings in parliament.  Immigration and Refugee Protection Act (IRPA) provides guidelines and interpretations of the Law to Immigration Refugees Protection Regulations (IRPR) that governs current immigration practices.

Anybody who provides Canadian immigration advice, or who represents an individual on immigration matters, either for a fee or other consideration, must be a member in good standing of ICCRC, a member of the Law Society of a Province  or a member of the Chambre Des Notaires Du Quebec. Members of ICCRC are known as Regulated Canadian Immigration Consultants (RCIC).

IRCC will not deal with Non-Authorized immigration representatives who charge a fee for their service. Your application for the Canadian visa will be returned to you if:

1. You have appointed a representative and did not submit the Use of a Representative form or this form was submitted incomplete.
2. You appointed an immigration consultant who is NOT a member in good standing of the Immigration Consultants of Canada Regulatory Council (ICCRC). OR
3. Members in Good Standing of provincial or territorial law societies, or the Chambre des notaires du Québec.
